The 3.43-acre site has lain vacant for over a decade.
In that time there was a significant fire in 2019 followed by demolition and site clearance works in 2022.
Wavensmere is aiming to construct 165 new houses and apartments on the site, and is seeking feedback from local residents prior to submitting a planning application.
Glancy Nicholls Architects and planning consultancy RPS Tetra Tech have been appointed by Wavensmere to design the scheme.
Wavensmere is now proposing three “distinct character zones” for the development.
The first will reference traditional housing alongside Clarendon Road, with the second featuring more unique and contemporary designs.
The third will comprise a six-storey apartment building on Hagley Road.

A total of 75 three-bedroom townhouses and 90 one- and two-bedroom apartments are proposed, with a public open space, private communal space and a children’s play area.
Mature category A trees will be retained along Hagley Road, with additional planting and biodiversity net gains.
The latest Future Homes Standard green energy features are incorporated into the proposals for the new homes, with the EPC rating of A targeted.
“Having seen this prominent site lay vacant for so long, we are very pleased to lodge our detailed planning application, which has the support of local people and stakeholders, and is commercially viable to deliver,” said James Dickens, managing director at Wavensmere Homes.
“We have been working alongside officers from Birmingham City Council on the collective approach and housing requirements for Clarendon since the start of the year.
“We are pleased that our concept of delivering three-bedroom houses to suit young families has been so welcomed during the public consultation process.”
